FIRST BALLOT SOON

WAR ESTABLISHMENT

AUCKLAND, This Day.

A statement that the first ballot under conscription for Territorials would probably be held next month was made last night by the Chief jf the General Staff, Major-General Sir John Duigan, while addressing men of the Auckland Battalion, National Reserve, after inspecting them. General Duigan explained later that the ballot would be held in the near future to bring the Territorial Force up to war establishment. Other details were not yet available.

When the voluntary system of recruiting ended and conscription became effective on July 22, many of the Territorial units, then only recently instructed to be brought up to war establishment, had not obtained sufficient men to reach the required strength. Although rapid recruiting over the last stages of the voluntary system seemed to indicate that most of the units would have sufficient men, the medical examinations resulted in fairly large numbers being lost to the units and in gaps thus being created. It ■■will be to fill these that the ballot will be held.
