VOICE IN FOREIGN POLICY
TOKIO, August 19
Japanese efforts to control the British defence areas in Shanghai without consulting the Nanking Government have precipitated a dispute between Nanking and Tokio and may delay the signing of the peace treaty.
Mr. Wang Ching-wei's "Daily News," in an editorial, warned the Japanese that they would be unable to carry out their new order programme if .hey continued to insist on acting as the representative of the Nanking Government in international affairs.
