It is announced that substantial agreement has been reached at the Pan-American conference by the full Committee for the Preservation of Peace on all major topics, including colonies, measures to curb subversion, and inter-American economic co-operation, regarding surpluses of foreign exchange. The committee has approved the colonies declaration, which will be presented to a plenary session of the conference, where unanimous acceptance is expected. One of the most significant and most important provisions of the project authorises one or more countries to act first and consult the others afterwards, when the Western Hemisphere is endangered. In so acting, it is declared, the nation or nations would act on behalf of all the republics.
