MOSCOW, July 28,

"We are planning the biggest navy in the world," said the Commissar for the Navy, M.. Kuznetzoff, in _ a broadcast. "The navy must be increased to parity with the army and air force."

He said that the Soviet was adding 168 ships to the fleet in 1940. She had added 129 in 1939, including large surface vessels. "The number of new submarines to be commissioned this year will be three times as great as in 1939,'* he said. "The new ships we are laying down now are for launching in the coming years."
