CONSIDERATION AT HAVANA

Mr. Coidell Hull announced at the Pan-American Conference that the United Stales will tomorrow introduce a resolution regarding the disposition of European possessions in the Western Hemisphere. The measure will be presented to the committee on the preservation of peace, of which Mr. Hull is the chairman.

The United States will propose machinery for an inter-American mandate over European possessions in the Western Hemisphere to become effective in the event of the possessions being menaced with change of sovereignty. ,

The plan foresees government of the areas by three commissars, representing three American Governments. When normal conditions have^ been restored each area may be returned to its previous sovereign Power or declared independent if it is able to govern itself.

The areas envisaged in this plan do not include disputed areas such as the Falklands, which are claimed by Argentina, or the British Honduras;- claimed by Guatemala.
