BRIEF DOCUMENT
DICTATORIAL POWERS
(Received July 10, noon.) LONDON, July 9. The text of the Constitution Bill reads as follows:—
"The National Assembly gives all powers to the Government under Marshal Petain's signature and authority, in effect promulgating a new Constitution for the French State, which as at present constituted .. cannot guarantee the rights of labour, the family, and the Fatherland. The new Constitution will be ratified by the Assemblies it creates."
M. Reynaud, the former Premier, attended the meeting of the Chamber with his head bandaged, this being his first public appearance since his accident.
The Foreign Office announces that M. Cambon, French Charge d'Affaires in London, has been provisionally suspended and that his request to be placed on the retired list has been refused.
