NEW MINISTERS

FIVE GENERALS INCLUDED

(Received July 5, 2 p.m.) BUCHAREST, July 4. The new Rumanian Cabinet includes M. Gigurtu as Premier and General Mihail as Vice-Premier. M. Manoilescu is Minister of Foreign Affairs and General Niculescu is Minister of Defence. M. Manoilescu is a member of the Iron Guard who recently arrived from Germany. M. Duza, a noted antiSemite, is Minister without portfolio. The Cabinet does not include any member of the former Government who signed the decree ceding Bessarabia. It also includes five generals. Rumania's expulsion of Britishers aflects 30 engineers but does not affect workers in the oil companies' offices in Bucharest. The members of the French Legation are reported to be packing up.
