CHRIST/CHURCH, June 6. Some provision for exemption from service under the new territorial training scheme, or for postponement of the obligations of a territorial under the scheme, has now been made. These applications will bft dealt with by the various district Man-p6wer Committees. .','■■

All applications for exemption from or postponement of service in respect to members of the Territorial £orce on any ground connected with their em* ployment or occupation ar£ to be referred to the Man-ppw|r District Advisory Committee appointed under the Man-power Organisation. On the mobilisation or embodiment of a unit all its members become liable for service until demobilised or disembodied, that is, all members are bound under law to serve for a period as required. At present it is intended that the personnel of embodied units will return to their respective occupations at the end of their period of training. These factors will be taken into account when a District Advisory Committee is hearing applications from employers or from men for release from service or postponement of the date at which training is t6 begin. jfo permanent exemptions from service of men who have been passed as medically fit for service will be granted. Any fJostponement of service will be regarded as temporary only, and will only be granted to meet special circumstances. State Departments, institutions, firms, or individuals seeking postponement of service of any member of a mobilised or embodied unit must assume full responsibiliiy for this action, and must demonstrate that every possible measure has been taken to release personnel for service by temporary replacement, reorganisation, overtime, or working shifts. The evidence required to justify postponement of service must conclusively prove that the retention of any mattibfe^ of a mobilised unit in hie civil occupation is in the national interest.
