FARMING IN RUSSIA
An agricultural ukase signed by Joseph Stalin and M. Molotoff applies to potatoes the principle of forced contributions based on the total acreage of collective farms instead of on the areas actually sown to potatoes, states the Moscow correspondent of the "New York Times."
Potato quotas, which must be delivered from private plots of collective farmers, are fixed at two to twenty centners (about 220 to 2200 pounds) a hectare (2.471 acres), according to the district.
To encourage the planting of hemp, collective farmers are freed from potato obligations regarding land planted to hemp. Collective farmers who sow 25 per cent, of their private plots with hemp are exempted from surrendering the potatoes from the remaining 25 per cent,
