(By Telegraph— Press Association—Copjrifiht.j

(Received May 14, noon.)

WASHINGTON, May 13

The Secretary of State, Mr. Cordell Hull, in a speech, excoriated the European aggressors and asserted that the present international lawlessness "menaces the civilised existence of mankind," requiring every nation and individual to be "actively

on guard." "Peaceful nations," said Mr. Hull, "have been deprived of their independence by the use of armed force or by the threat of force, combined with the exercise of fraud and j treachery." " j Mr. Hull thus made the first official. reference to what have been called "Trojan horse" tactics. President Roosevelt has asked Congress for supplementary appropria- | tions of 12,500,000 dollars to permit the j Treasury to purchase strategic critical | defence materials, and 2,900,000 dollars for the army in order to improve the sea coast defences in Puerto Rico.
