USE OF NEUTRAL WATERS

LONDON, March 28. Germany has lost another submarine in circumstances which indicate that it had been operating in neutral waters. The U-21 ran aground two days ago on the west coast of Norway, and has now been interned by the Norwegian authorities. Norwegian fishing vessels found the submarine yesterday morning, and aeroplanes and three patrol vessels were ] sent to examine her in the afternoon. The German Legation in Oslo asked that,the submarine should be'released,! saying thai it had ucen forced to enter j Norwegian territorial waters because of rough seas ana damage, the only reason under Norwegian neutral law for which foreign warships may enter Norwegian territorial waters, but the evidence of the U-boat commander made it clear "that the damage to one of the engines was, caused by the grounding. Neither had the weather been so bad to make it necessary for the submarine to approach the shore. The Norwegian authorities decided that the real cause was an error of navigation, but that it did not constitute legal grounds for the presence of the U-boat in those waters. Orders were given to disarm the crew and intern the U-boat, and these were carried out this morning.
