NO DESIGNS
JAPAN. ON PHILIPPINES
MANILA, February 23
The Japanese Foreign Minister, Mr. Arita, in a message to the "Philippine Herald," which is in favour of the independence of the islands, says: "Japan has absolutely no territorial designs in the Philippines and is willing to conclude a non-aggression treaty. It is unfortunate if.Filipinos are failing to understand our intentions and should entertain fears that independence for the country might invite Japanese aggression." - t . The "Herald" described two previous messages as "vague and unsatisfactory." v - ■
