WASHINGTON, February 11

A survey by the correspondent of the United Press indicates that the Senate Foreign Affairs Committee will pigeon-hole the Japanese embargo Bills. Of 23 members twelve are against imposing an embargo, seven, including the chairman, Senator Key Pittman, are in favour of economic reprisals, and four are undecided.

It is stated that the Committee feels the Bills should be held in reserve while Japan is given an opportunity to show whether, she is prepared to cease violating American rights in China. v
