THE HAGUE, February 11. Speaking at the ten-Power conference of League adherents, which is exploring the possibilities and merits of ultimately separating the technical from the political activities of the League, M. Hambro (Norway) made a dramatic appeal for help for Finland. The conference agreed to study points which M. Hambro raised, which included the questions of refugees and medical services.
