NEW YORK, January 19.

Otto Prignitz, a German flying instructor, who was recalled for war duty, is held under a 5000-dollar bond as a witness in the trial of a negress whom he accused of stealing 117 dollars which the German Consul-General had advanced towards Prignitz's passage to Germany through Russia. An appeal for permission to sign a statement against the defendant was, refused. Prignitz was taken to a house of detention, exclaiming: "This means the ruin of me in Germany."
