TENTATIVE FORMULA
SETTLEMENT OF DIFFERENCES

TOKIO, December 4.
It is understood that Admiral Nomura, Foreign Minister, has presented the United States Ambassador, Mr. Grew, with a tentative formula for the settlement of outstanding questions between Japan and the United States. The Japanese Government is expected shortly to issue a statement detailing recent efforts to meet the American de* mands. The former Japanese Ambassador to Italy, Mr. Shiratori, in an interview, said: "Some opinion in America believes that if too much pressure it exerted on Japan it will drive her into the arms of Russia. Such a consideration, might cause the United States to try to study more seriously actual conditions in this part of tha world." He expressed the v opinion that Russia and Japan.will eventually settle their differences and become associated with Italy and Germany, thus grouping the totalitarian States. ?'lt is bound to corned he said.
