A review published in the official j 'Navy organ "Red Navy" seeks to explain the rapidity with which the British Navy got the German submarine menace under control, after the heavy I losses of the first two weeks as duel not to British seamanship but to the | mercifulness of the Germans, says a Moscow message to the "New York !
