CHUNGKING, November 1. The Government alleges that the Japanese have rendered 5,000,000 peasants homeless by cutting the dikes in the Hopei Province to flood out the guerrilla forces. Five new Japanese divisions have arrived in the Hunan Province. Another drive southward along the Hankow-Canton railway is expected shortly.
