(Received November 2, 10 a.m.) RUGBY. November 1. The International Tin Committee fixed today the quota for the fourth quarter of 1939 at 100 per cent, of the standard tonnages. The committee also decided that the quota for the first quarter of 1940 shall not be fixed at a rate less than 60 per cent, of the standard tonnage!?. The quotas fixed for last year and for 1939 were as follows: — 1935. 1939. Quarter. Percent. Percent. March. , 70 45 June •■„.. 53 40 September 45- 120 December 45 100 The fourth quarter of 1939 was fixed at 70 per cent, but has now been increased to 100 per cent.
