LONDON, October 28,
It is reported from Rome that the Rumanian envoys, after being recalled from Ankara and Belgrade, conferred with King Carol and his leading Ministers on the effect of the pact between Britain and France and Turkey, the possibility of forming a neutral bloc in South-east Europe, and the relations between the Balkan States and the adjacent Powers.
