LONDON, Sunday. Night

The Primate of Belgium, Cardinal Van Roey, today reaffirmed Belgium's determination to remain neutral. He was speaking at a service of interces- t sion for peace Which was attended by King Leopold and5 members of the Government.

The Cardinal declared that it would' be a crime for Belgium to join in the war unless her existence were threatened, but fortunately lier position was guaranteed by formal promises from the. belligerent Powers and by the resolution of her army and her King.
