STATEMENT BY KING

(Received October 28, 9 a.m.) BRUSSELS, October 27. King Leopold, broadcasting to America from Brussels, declared that neutrality is vital to Belgium. "Peace is a matter of life and death for us," he said, "because if we become involved it would be on our soil, and the war would be fought out regardless of issue, meaning our destruction." He added: "In 1914 our army did its best to arrest the progress of a cruel invasion. If we are attacked again today we will not hesitate to fight with the same conviction, but ten times more strongly, but we cannot believe that any belligerent will disregard our neutrality."
