(Received September 23, 9 a.m.) NEW YORK, September 22. | The Secretary of State, Mr. Cordell Hull," speaking at. a Pan-American ceremony at the World's Fair, deplored "the. state of affairs in which callous disregard for law and morality, with' resort to brute force and unbridled violence, are methods deliberately chosen for the attainment of national aims." <fWe know that our nation w.ill be materially poorer and spiritually poorer," he said, "in proportion as the flames of a protracted war impair and destroy in the areas directly involved the foundations of modern civilisation." He pointed out that the Pan-Ameri-can countries had made efforts to maintain peace ajnd the, orderly processes of civilisation, but this was not enough, since they could not insulate occurrences in other parts of the world.
