(By Telegraph—Press Association —Copyright.) (ReceiA 7ed September 22, 9 a.m.) COPENHAGEN, Sept. 21. Danish neAvspapers mention the possibility of a pact betAveeri Russia, Germany, Italy, and Japan. It is stated that considerable activity directed to this end is to be observed at the Foreign Office in Berlin, where high Russian, Japanese, and Italian officials are frequent A risitors. What is most feared to result from such a pact is the entry of the United States on the side of Britain and France as soon as Japan is brought in. Russia and Germany are already reported to have agreed on the building of a giant motor road from Berlin to Moscoav. The MoscoAv-Minsk section is almost completed. Germany has undertaken to complete the remainder.
