ITAGAKI CHIEF OF STAFF
(By Telegraph—Press Association—Copyright.) (Received September 13, noon.) TOKIO, September 12. The Japanese army commands have been reorganised, involving some of the highest officers. General Nishio has been appointed commander in China, General Itagaki chief of staff, and General Umezu commander of the armies in Manchukuo.
