BRUSSELS, September 5.
There were loud cheers in the Chamber when, before crowded benches, on which were many Parliamentarians wearing uniforms, M. Van Caulwelaert,
who was re-elected President of the Chamber, said:. "Neutrality does not oblige us to betray our conscience and our homage -to the Pope, Mr. Roosevelt, and King Leopold, who desired to secure the triumph of peace and reason over brute force."
