NEW YORK, August 9

President Roosevelt, at a Press conference, declared that the defeat of the Neutrality Bill tied his hands in the event of another war crisis arising, while the failure to pass his spending and lending programme might place American business on the brink of a precipice by next spring. He emphasised the gravity of a "gigantic gamble," saying that it jeopardised the safety of 1,500,----000,000 persons and threatened the welfare of millions of Americans.

He said that the coalition was liable for the full blame if a catastrophe occurred. A Republican minority and a group of anti-administration Democrats had gambled that war would not break out until after Congress is reconvened in January. If they were wrong, Mr. Roosevelt warned that he would be left powerless to avert a crisis as he did in September, 1938, and April, 1939.
