JAPANESE EFFORTS
FOREIGN CIRCLES SAID TO BE SHOCKED
MEETINGS IN ITALY

ROME, August 3.
A communique issued by the Japanese Ambassadors in Rome and Berlin, who conferred here, states that the reason for their conference was to conclude preparations for a military alliance with the Axis Powers. They chose Cernobbio as the place for the final decision because Herr yon Ribbentrop and Count Ciano concluded the Italo-German alliance there. It is regarded as a good omen.
The communique caused a shock in foreign circles. In Rome it is regarded as another example of perfect Totalitarian timing, as it anticipates the departure of the British and 'French military missions to Russia.
