BRITAIN TO SEND DELEGATE

LONDON, July 24.

The "Daily Telegraph" says that the Government has accepted President Roosevelt's invitation to discuss the refugee problem at Washington, and is delegating Earl Winterton, chairman of the Internationa] Refugees Committee.

It is believed that Germany will agree to orderly emigration of refugees with a portion of their fortunes.

Britain will probably agree to the formation of an international foundation to which the English andi American Governments will make substantial grants.
