TERMS OF AGREEMENT
BRITISH RESERVE
MAY HAVE BEEN WRONGLY INTERPRETED
LONDON. July 22. London regards Baron Hiranuma's statement with reserve.
The British United Press learns that Britain has recognised the necessity for the Japanese army in China in order to maintain peace, and says that Tokio interprets this as a recognition of war conditions.
The same agency quotes a high Japanese Government official associated with the Anglo-Japanese negotiations as saying: "I believe yesterday's agreement represents the beginning of a British orderly retreat from the Far East."
The Tokio-London statement will be issued at 2 p.m., British standard time, on Monday.
