LONDON, July 18.

Sir Edward Harding has been appointed High Commissioner in Basutoland, Bechuanaland, and Swaziland. The British High Commissioner in South Africa, Sir Cosmo Parkinson, succeeds Sir Edward Harding as Permanent Under-Secretary of State at the Dominions Office.

Sir Edward Harding has been Undersecretary at the Dominions Office since 1930. Sir Cosmo Parkinson was formerly Under-Secretary at the Colonial Office.
