WASHLNGTON, July 5

President Roosevelt won a final : victory over the dollar devaluation I issue when the Senate passed by 43 votes to 39 a monetary measure restoring his power to further devaluate the dollar. The period is two years, and the measure will bej come law with the President's signa-, 'ture. Nineteen Democrats voted against the measure, but the Senate as a whole reversed the position it took up last i week. The Republicans contended that the1] Senate's action could not prevent the lapse of the monetai*y measure •which ceased to operate on June 30 without Congressional continuation. The Attorney-General, Mr. Murphy, ruled, however, that the vote, today restored the law.
