AGREEMENT SAID TO BE IN SIGHT

LONDON, July 4

The Press Association says that the British Ambassador in Moscow, Sir William Seeds, reports good progress in the negotiations with Russia.

Soviet circles in London state that final agreement is in sight. It is understood that the Baltic States are named as having been included in a three-Power pledge.

The French Foreign Office reveals that the Soviet Foreign Minister, M. Molotov, is seeking further elucidation of the Anglo-French proposals, and from this it is assumed that the negotiations will continue for some time.

A Moscow message says that a report from London of agreement having been reached with the Soviet is officially discounted, though it is admitted that much progress has been made, justifying hope. The reports that a pact is near completion have invigorated the markets, and gilt-edged stocks gained a point.
