Mitchell) stated that official communication had been, received from the Department* regarding * the start of the scheme, together with an explanation of its working, states the "Express." It was also commented that the Marlborough Board did not face the same difficulties in introducing the scheme as did some of the city boards and on the surface,, as far as could be' seen at the moment, the finances of th« board: would be helped considerably.
