The Brussels correspondent of the "Daily Express" reported "on May 15 that M. Van Zeeland, formerly Belgian Premier, was negotiating a loan of £20,000,000 to Spain on behalf of Mendelssohn and Co., the Bank oi- Amsterdam, and Lazard Freres, the international banking firm. They were demanding General Franco's assurance that he would not join a military pact between Italy and Germany, and that, in case of war, Spain would be neutral.
