BERLIN, May 26,

The Institute of Economic Investigation reports that the number of persons employed has increased from 20,000,000 to 21,300,000 and that the hours of work are increasing. Generally the quality and quantity of products have declined. The grain, potato, and beetroot crops were good but the fruit crop was disastrous. Transport has been overburdened. Foreign markets have been restricted. Many industries have exceeded their maximum exploitability.
