SCANDINAVIAN STATES
(Received May 20, 10 a.m.) HELSINGFORS, May 19. ' Finland has replied to Germany in the same terms as Sweden.
BERLIN, May 18
A communique issued today says that the negotiations with Estonia, Latvia, and .Denmark for non-aggression pacts with Germany are about to be concluded.
COPENHAGEN, May 18,
The Danish Foreign Minister, M. Munch, affirmed that the pact between Germany and Denmark is in accordance with Denmark's policy of neutrality and did not affect the closeness of her relations with the other Scandinavian countries.
A Berlin message published this week stated:—lt is understood that Sweden, Norway, and Finland completely rejected Germany's offer of a non-aggression pact, stating that their foreign policy was based on strict neutrality, which they were determined to maintain. They saw no reason why they should enter into a non-aggres-sion pact with any single Power. Denmark alone expressed willingness to negotiate on the German offer.
