Field-Marshal Goering has issued a decree empoweririg Germany to call . on the services of foreigners for work - of national importance if this' is endangered by a shortage of labour. The . decree also" gives'the Ministry of Lab- • our wider powers over German workers/ including transference to new .go cupations, if necessary. ," '
The decree does not apply to foreigners exempted by treaty or by . ,th<B recognised rules of international la^.
