The Rome correspondent of the British United Press states that a communique issued after a meeting of the Fascist Grand Council this morning merely announced a scholastic charter to ensure that teaching from the kindergarten to the University shall be strictly on a Fascist plane, and ordered membership of semi-military school organisations to continue till the age of 21.
The absence of mention of foreign affairs strengthens the view that Signor Mussolini has pigeon-holed his revela^ tion of Italy's "natural aspirations" till the next meeting of the council on March 21, together with the inauguration of the new Chamber of Fascist Corporations, which might be regarded as a suitable occasion for the pronouncement.
