NO FOREIGN POLICY CHANGE EXPECTED
(Received February 17, noon.) BUDAPEST, February 16. Count Teleki has formed a Cabinet. There is one minor change in the personnel as a result of the resignation of Dr. Imredy.
No change in foreign policy is anticipated.
