COMPULSION PROPOSAL

LONDON, February 9. The House of Lords gave the second reading today of a Bill to make blood tests of the mother, the child; and the defendant compulsory in all affiliation cases. Lord Dawson of Perm declared that the Bill was supported by the scientific world. Lord Merthyr stated that the tests would show that one-third of accused persons should be exonerated. This procedure would have prevented the notorious case in which a man was gaoled 19 times rather than pay an order which was subsequently shown to have been granted on perjured evidence.
