"The situation is most delicate, and I am unable to reveal the naval expansion plans," said the Admiralty spokesman, replying to a report that Japan is building up to equality \ with any Power. j He denied that Japan had forti- ( fied the Caroline Islands and given her sanction to Germany creating a base within the Japanese mandate. Japan did not contemplate constructing a naval base in China, but he refused to say whether this included Hainan.
