ARRANGEMENT MODIFIED
(Received February 4, noon.) ] WASHINGTON, February 3. The State Department announced that there has been an exchange of Notes with Britain under which the Anglo-American arrangement for the transatlantic air service requiring the service to be simultaneously inaugurated by Pan-American and Imperial Airways will be modified to permit Pan-American Airways to begin whenever the company wishes.
