LEAGUE RESOLUTIONS

WARS IN CHINA AND SPAIN

' GENEVA, January 20,

The League Council, in a secret session, drafted resolutions dealing with Spain and China, neither of which is likely to satisfy those most concerned,

The first resolution declared that the investigations of the commission which inquired into the bombings in republican/ Spain showed that in certain cases air attacks had been direct' ed, either intentionally or negligently, against civilian populations. These were condemned as methods contrary to the conscience of mankind and international law.

The second resolution detailed resolutions already adopted regarding the co-ordination .of assistance for China. It reaffirmed "the League's moral support for China and its desire to avoid any action which might weaken China's powers of resistance.

Mr. W. J, Jordan (New Zealand), in a brief declaration, deplored the cruelty of aerial bombardments.

Dr. Wellington Koo (China) made a statement that the resolution was unsatisfactory to the Chinese Government.
