LIMA, December 21.

I A compromise is reported to have ■been reached at the Pan-American Con- [ gress enabling the unanimous apjproval of the 21 States to be secured for the Argentine declaration aimed at the consolidation of the machinery for i peace in America.

It is understood that the final draft provides for consultation between all States with a view to resistance when any republic is. threatened by aggression.

This omits specific mention of aggression from outside the American continents and defers to Argentina's wish not to offend her European customers. , Nevertheless, delegates believe that the warning to certain countries in Europe is unmistakable.
