FRENCH PROPOSALS
SETTLEMENT ABROAD

PARIS, November 25.
An appeal is being made to President Roosevelt to induce the South American republics to help solve the refugee problem.
The Foreign Minister, M. Bonnet, is understood to have offered to receive 10,000 refugees if Britain and America will do likewise.
The Bed Cross. League is investigating the possibilities of assistance.
