NEW CZECH CABINET
READY FOR ANY EMERGENCY

(Received September 23, 2.20 p.m.) 1. LONDON, September 22. "The Times" representative in Prague states that clearly the new Czech Cabinet is prepared for anyemergency, but this does not mean that it is a military dictatorship strong enough to uphold the acceptance of and resist violation of the Anglo-French plan. The Minister of Public Works in the new Czech Cabinet is General Husarek, who was previously Director of Fortifications. Ministers without portfolio are MM. Zenkl, Bukovsky, and Vavrecka. Reuters says that the former Czech Inner Cabinet, including Dr. Hodza, is now a purely advisory body under the Government. According to the official German Press agency, messages from Carlsbad declare that Czechoslovakia is practically in a state of anarchy. A message from Trautenau, which is in the Sudeten German territory, states that twenty-one twin-engined Soviet monoplanes, with their markings painted over, landed at Pardubice airport ' in Czechoslovakia, and eighteen landed at Bohdaetsch.
