CALL TO WEAK NATIONS
THE MEXICAN PRESIDENT
"BLIND IMPERIALISM" ATTACKED
(United Press Association—By ElectricTelegraph—Copyright.) MEXICO CITY, Sept. 10. Opening an international peace conference today, President Cardenas declared that he favoured a "holy war" in Latin America against the theory of "blind imperialism," obviously referring to Britain and the United States. He called for a campaign for economic liberty by weak nations, adding that diplomacy had been converted into the protection of privileged concessions in favour of undesirable investors and a threat to the existence of weak people. "Strong nations pass from diplomatic war to ecoriomicMvar and then to a war of aggression," he said. President Cardenas declared that he favoured proletarian action against war. He condemned the inhuman bombing of open cities. He said that the passivity of Parliaments, none of which rose frankly against the dictatorships, permitted such a rule to threaten without danger. "In my opinion a Continental American navy is necessary to protect the New World from the Western Hemisphere," he said in conclusion. The President's speech followed the granting of virtual Government control to Labour leaders through the passage of a law giving civil employees the right to strike against the Government. "The people are firmly welded and cannot be torn asunder. They stand united in joy and sorrow. Germany will be united, come what may. I know the Reich stands firm and safe." He also said: "You are witnessing* great historical events which will not recur for centuries. You are fighters for Greater Germany. Without the Nazi movement we would have been unable to accomplish what we did on March 12 and 13 (the Anschluss with Austria), but this is only the beginning of our task."
