LAWLESSNESS OR ORDER
(Received September 12, 9 a.m.) WASHINGTON, September 10. ' Accepting on behalf of the United States an invitation to participate in a conference of American States at Lima (Peru), the Secretary of State, Mr. Cordell Hull, commented today: "The nations of. the world are faced with the issue of determining whether their relations will be characterised by "international lawlessness, or the principles of fair play and order under law. "No nation and no government can ; avoid the issue; nor can any nation j avoid participation, willing or not, in the responsibility of determining which course of action shall prevail."
