NEUTRAL AREA
JAPAN'S INTENTION
ESTABLISHMENT AT HANKOW

TOKIO, September 6,
Japan has agreed to the establishment of a neutral area at Hankow, but has notified the foreign ambassadors that the area must in no way serve as a base for Chinese operations or be used for the passage of troops or the storage of supplies.
It is also emphasised that Japan will not be responsible for losses among foreigners as the result of fighting in the immediate neighbourhood.
The Japanese navy has refused a request from the German Embassy to protect the German-owned Eurasia Company's planes.
